On the development of "China Chip" again: the concept of "domestic" should return to "Made in China"

We have been talking about the three words "China Core" for many years, and it is still a hot topic today. The main reason is that chips have always been and will be a "stuck neck" link in my country for a long time to come.

In 2020, China’s total chip imports will reach a staggering 2.4 trillion, which is twice as much as 1.22 trillion of oil. Moreover, this is the total amount of my country's chip imports that have surpassed that of oil for many years. At the 2021 China Integrated Circuit Design Innovation Conference and IC Application Expo (ICDIA 2021), Professor Shi Longxing, the expert group leader of China Integrated Circuit Design Innovation Alliance, and the National 02 Special Technology Chief, Vice Chairman, and Secretary-General of China Integrated Circuit Innovation Alliance Ye Tianchun talked about the current problems encountered by "China Core" and the direction of future development.

Among them, there are many topics that are well-known to everyone, but behind these topics, the two speakers also talked about the misunderstanding of some concepts nowadays, and the development of "China Core" cannot be overcorrected.

Those unavoidable topics

Chips are the core of electronic products and the cornerstone of the information industry. As a global electronics manufacturing country, my country has a very large demand for chips. At the same time, chips are related to national security, and localization is imminent.

Shi Longxing pointed out in his speech that the development of my country's electronics industry has benefited from globalization. From 2007 to 2017, China's output in the electronics industry chain increased from 7% to 41%. However, my country's role in this process is more than terminal manufacturers buy back the chips and manufacture them into products before selling them. The core components in the product all come from international semiconductor giants. For example, for the CPU used in computers, over 95% of the market share is in the hands of Intel and AMD. On the other hand, in China, the CPU self-sufficiency rate used in computer systems is less than 0.5%; the DSP self-sufficiency rate used in general electronic systems is also lower than 0.5%.

Therefore, he pointed out that this makes my country seem to consume about 25% of the world's chips as the United States. In fact, it is much worse than the United States in terms of the high-end value chain. The data for 2019 is my country’s share of the semiconductor supply chain. At 9%, the United States alone has 38%.

Ye Tianchun also said that at present, my country's chips are constrained by others. It is an unavoidable problem. The most important thing in the information age is the chip. Therefore, we must persevere in development.

Here he talked about the research and development issues that we have been paying attention to. Although the proportion of R&D investment of many domestic semiconductor manufacturers has reached a high level, reaching a level of more than ten percent, or even more than twenty percent, the total amount is not comparable to that of the international giants. of. For example, on the equipment and parts side, there are 22 domestic backbone enterprises with a total investment of 4.068 billion U.S. dollars. However, six international giants have invested 53.826 billion U.S. dollars in this link, and the gap between them is wide.

On the issue of the domestic chip industry chain, Shi Longxing also mentioned the problem of talent shortage, the development of manufacturing links, the serious homogeneity competition of domestic chip companies, and the problems of small and scattered. These issues have been talked about for a long time in the past. It can be said that they are clichés, but they have to be discussed.

Out of a different globalization

Chips involve many basic issues. At present, my country has shortcomings in every aspect of materials, processes, equipment, and EDA tools. If we say in general terms, my country's chip level is almost 20 years behind the international level. Many consensus issues will be constantly raised for a long time in the future. But as Ye Tianchun himself said, we cannot ask questions every time without solving them.

Therefore, Shi Longxing and Ye Tianchun both expressed some of their personal views when talking about how to develop the "China Core" in the future.

Shi Longxing said that although the development of my country's electronics industry has benefited from the general trend of globalization, judging from the current status quo, global trade led by supply chain globalization is also inseparable from my country's huge market. First of all, in terms of global commodity supply, my country's commodities accounted for only 4% of the total global commodity output in 1995. After more than two decades of development, this value is now 20%. At the same time, exports from developed economies to my country have increased significantly, especially in the fields of electronics and computers. These are our confidence and opportunities.

Therefore, he believes that the following guidelines should be adhered to in the general direction of the development of my country's chip industry:

·Focus on key areas and breakthrough core technologies;

·Strengthen basic research and maintain long-term investment.

After the Sino-US trade frictions, many practitioners are dissing the US's "zero-sum thinking" on the one hand, and on the other hand, they are making self-enclosed development attempts. Many voices emerged during this period, including "re-establishing my country's own chip standards." Shilongxing tells everyone through historical statistics that globalization and development cooperation cannot be lost.

Of course, under the current world structure, the "globalization" we advocate today will inevitably be different from the "globalization" of the past. Ye Tianchun believes that we need to cultivate a “new global ecology” that is not restricted, and at the same time, the concept of “domestication” must return to “Made in China”. As long as the products with independent sales rights in China, they should be regarded as “domesticated”. ".

He said that the global information industry has entered the era of intelligence, which is a huge opportunity for China, which has the world's largest electronics manufacturing industry and provides a huge market space for the development of domestic chips. In this process, technically achieving path innovation is the way out. It includes three aspects. Firstly, the increasing difficulty of scaling down the size of integrated circuits will bring about new innovation opportunities; secondly, from flat to three-dimensional will become a new technological path and expand new development space; finally, architectural innovation will make EDA tools intelligent Open source hardware has become a new focus.
